Content of the workshop

Public administrations worldwide face challenges in modernization through organizational change and digital transformation. A key issue is the shortage of digitally skilled professionals, as digital competencies are essential for transformation efforts and critical for digital government research and practice. This track fosters dialogue between researchers and practitioners on:

• The competencies public sector employees and collaborators need to drive digital transformation.
• Efficient methods for imparting these competencies.

A holistic approach to digital competencies is vital for innovation and transformation in the public sector. Thus, exploring effective education strategies for current and future professionals is essential. The Digital Competencies track evaluates the state of digital competencies in the public sector and presents research to advance competency development.
 

Workshop topics

Contributions are welcomed from diverse disciplines (e.g., e-government, IT, HR, education, and policy), employing qualitative, quantitative, or design-oriented approaches.

Authors are invited to address topics such as curriculum design, lifelong learning motivation, innovative learning formats, competency transfer, and the organizational and individual impacts of skill development. Some of the key areas of interest include, but are not limited to:

• Digital competency requirements for public servants and private sector employees at the public-private intersection, including their relation to other competencies.
• Digital literacy, e-learning approaches, and holistic training strategies.
• International comparisons of e-government competency requirements.
• Implications of (Generative) AI on competency needs.
• E-government education platforms, learning modules, micro-content, and other tools for competency development.
• Supply-side concepts and offerings for e-government education programs.
• Innovative approaches to digital-focused human resource development 
• Case studies of formal or informal e-government training programs for public servants
• Technical aspects and utilization of disruptive technologies in imparting e-government competencies
• Theory-centered aspects of digital competency development (e.g., Unlearning, Dynamic Capabilities, etc.) 

Submission

All papers must be original and may not be submitted simultaneously to other conferences or journals. Informatics 2025 accepts the following types of submissions:

• Full Paper (10-12 pages)
• Short Paper (6 pages)
• Work in Progress Paper (3-5 pages)
• Practitioner Submissions (3-5 pages)

All papers are submitted trough the Conftool System. The template and format guidelines are available through the following link https://gi.de/service/publikationen/lni

Papers may also be submitted as posters. These will be selected by the Track Chairs on the basis of one of the above formats.

Papers will be peer-reviewed and must be submitted using the LNI series format via the ConfTool online system.
